Where did the summer go? As we come into the autumn, the League will discuss and vote on the proposed fencing of the dog park at Daniel and Gleneagles. This is not a discussion about if the park should be a dog park (it was permitted as such when the city was gifted the parcel many years ago), but if the park would be better utilized for the neighborhood were it fenced and gated. Ken Danser, our treasurer, will have a report on our current finances. You will want to know that, as Dean Bowles, who will be joining us at the meeting has already provided us with an estimate. There are more details to this than I can relate here, so do plan to attend the meeting and have your say.

I have attached two illustrations that show the location and relative scope of the project (the fenced area totals 12,000 square feet with 550 feet of fencing). FYI - The black iron fencing is spec'd in the first diagram.

Hurricane Forecast 2010

The City of Norfolk provides weekly updates to the league on developments that may have an effect on our neighborhood. Saturday, I received the city's most recent projection for the Atlantic Basin Hurricane Season and I wanted to share the numbers with you.

The baseline is the last 50 years (1950 thru 2000). The update is April 7, 2010 from the earlier December 2009 forecast.

While the numbers appear alarming, I don't believe we need to go into panic mode. There were predictions made last year that never materialized.

I would encourage you to visit www.fema.gov for an up to date flood map of Lochhaven. You can determine if you are in a flood plain. Most home insurances include wind and rain damage with a 5% hurricane deductible, but not flooding. Flood insurance is available through many insurance carriers and is backed by FEMA.

As an example, my house - built in 1952 and has never flooded - is designated "Highly Likely" to suffer water damage. When I had a mortgage, I was required to carry flood insurance. I have kept the policy active ever since, as those of us who went through Hurricane Isabell in 2004 can testify, the Lafayette River swelled its banks and flooded a number of homes, some of which had to be taken down. The cost for my policy is $700 annually. That covers both the structure and contents. Your home's cost may vary for obvious reasons.

On a side note, in the event of a severe hurricane I would plan to evacuate Lochhaven. I stayed thru Isabell and, frankly, wish I hadn't. The storm was nerve-racking, trees were falling everywhere (I had never seen that), and the flooding intense. Afterwards, there was no power or phone service for 2-weeks. The temps were hot, no AC, and noisy generators ran all night long. Bugs and spiders overran the house as it was the only dry spot they could find. Cocktail hour without ice? Canned sardines for dinner?

Next time, I'm hopping a plane for NYC.

Civic League Meeting Minutes

6:00pm - Call to order

Speakers:

Special Guest Speaker Melanie Mathewes, Executive Director of the Hermitage, updated the community regarding the proposed “Learning Barge” (now canceled). She invited the neighborhood to participate in many of the scheduled summer events at the Hermitage and had materials available for distribution.

Andy Protogyrou spoke about his candidacy for Norfolk City Council. Andy lives in Lochhaven and, naturally, supports the neighborhood and the initiatives the league is attempting to accomplish.

Old Business:

1. Mary Crawford reported on the City Traffic department regarding neighborhood stop signs. One of a list of four was approved, at the intersection of Milson and Cloncurry. It has since been installed.

2. Treasurer’s Report from Ken Danser. He requested that the “Playground” account transfer to the general fund. The playground account was initially originated to supply the open park by the Hermitage with equipment. Since the city took over the playground and those responsibilities, the account was deemed unnecessary. The transfer was approved by hand vote.

3. Update on city sign at Little Creek with the corrected spelling of “Lochhaven”. Installation should be in about a week or two according to Archbell Signs, the manufacturer.

4. Update on city lighting request from Gleneagles Road residents. Denied by the city for budgetary concerns and not to be reconsidered for two years. The city is expected to run a $31 million deficit in the current fiscal year.

5. Update on Neighborhood Directory. A privacy provision was made to allow residents to delete their email addresses.

New Business:

1. Angie McMahon has set up a committee organizing a Welcome Wagon for new residents. Volunteers were requested.

2. Suggested construction of a dog park at Triangle Park (City Land). It was decided that other alternatives also be considered and debated at our next formal league meeting.

3. Shirley Cabell submitted a written request that the city schedule maintenance for the property at the intersection of Muirfield and Gleneagles. City Maintenance Director Rick Conrad was contacted and he has already visited the site for evaluation and will have a city crew there to perform grounds maintenance before the end of the month of April.

4. T-Shirt distribution to members of the civic league. Tees are still available for purchase.

5. Announcement of our next league meeting - a picnic - Sunday June 27th at 4pm. More details to come.

6. A request was made to legally allow golf carts on the streets of Lochhaven. The league will investigate the process and put the motion up to a vote at our next meeting.

7. Several members voiced concern about residents speeding through the neighborhood. The city is adamantly opposed to speed bumps and will not install them in the neighborhood. Other solutions will be investigated and presented at our next meeting.

I shot some video yesterday morning and put this short together. Not my best effort as I should have aimed for a little more variety, but it was cold out there and started to freeze. I originally had a running commentary but found this delightful, if somewhat irritating, music that I chose instead. Hope everyone had a great snow day!

ERTrail January Update

I received an email from Lee Wilkins with the Elizabeth River Trail showing the city's placement of signs denoting the trail and the mileage walked or hiked up to and thru Lochhaven. The signs are going on existing signposts so there will not be any additional clutter along North Shore or Cloncurry Roads. I am unaware of the installation date, but expect that in the next several months.

ERTrail Update

The Elizabeth River Trail, an eventual walking and biking path throughout Norfolk, was approved at the League's meeting December 1st. Once completed, the trail will allow us to bike downtown on a designated route that affords some roadside safety for cyclists and walkers alike.

The trail will enter Lochhaven at North Shore Road and continue to Cloncurry and proceed towards Hampton Blvd. The path will be marked with signs on existing poles.

Our city council representative Barclay Wynn chairs the ERTrail Committee.

Letter To City Manager

FYI - Here's a copy of the letter that was sent by the Meadowbrook Civic league to Norfolk City Manager Regina Williams regarding the outcome of the School for International Studies building (near Little Creek & Hampton Blvd.). The school will relocate in 2010 and the property reverts to the city. The Lochhaven Civic league has joined the Meadowbrook Civic League in requesting updates on any actions or plans the city has for the building.

Some observations.

This is an old building and probably in some need of repair. That the city is facing an economic squeeze at this time, they most likely won't have the funds to develop the structure into anything for the foreseeable future. Rather than mothball the building, they may choose to tear it down. This is speculation, but you can clearly see why the neighborhoods surrounding the property want a transparent and updated progress report from the city manager. We will not tolerate an abandoned building that becomes a nuisance to the area.

I will keep you posted on the updates.

A Chilly Dip

A jogger called Norfolk police Sunday morning at 6am reporting this event in the loch.

I was on my way back into the neighborhood from an early morning run to Bottom Dollar and spied the sight I had never seen in Lochhaven before. My trusty Flip videocam caught the scene before it vanished 35 minutes later.

A mystery in so many ways.

Tom Cherry, Sheriff, introduces Lt. Bill MacKenzie of the Norfolk Police and Sentry Security to address Lochhaven security and measures to prevent crime.

OLD BUSINESS

1. Mary Crawford, Civic Representative, updated us on street signage requests and her conversations with John Stevenson of the city traffic dept.
A. Change YIELD sign at NIT truck exit to a STOP sign.
B. Install STOP sign at Milson and Cloncurry.
C. Possible alteration of STOP sign at Daniel and Argyle.
D. Possible 4-way STOP sign at Cloncurry and North Shore.

2. Neighborhood Directory - This is back on track and we are in the process of gathering correct addresses, etc. We will print after the first of the year and distribute free to civic league members. Will also be available to non-members for a fee.

1. Announcement of the blog site that will contain updates on current events of particular note to the neighborhood, minutes from the meeting, etc.

2. Announcement that the neighborhood will be part of the Elizabeth River Trail, a biking and walking route throughout Norfolk.

3. Announcement that our school district will not be changing from Maury to Granby (rumor).

4. Announcement that there will be a joint civic league meeting with Meadowbrook Monday, January 4 at 7 p.m. at Church of the Good Shepherd. Our state rep Del. Lynwood Lewis will devote the meeting to the new 2010 state budget and process.

5. Announcement that the Lochhaven civic league has joined with both the Meadowbrook and Edgewater/Larchmont civic leagues requesting Norfolk City Manager Regina Williams include us in the conversations, developments and decisions regarding the current site of the School of International Studies (which is closing).

6. A request from the city for additional street lighting on Glen Eagles/Muirfield. Process to begin and an update to follow.

8. A reminder of the Christmas Lighting at 6pm December 24 at Cloncurry & N. Shore (Jennifer Sanford and Ken Danser are graciously organizing).

9. Announcement of our next league meeting. Tuesday, March 23, 2010.

November Nor'easter

I went out this morning at 6 to catch some video of the storm, specifically the flooding. The first segment was on the dark side of things, but when I returned about an hour later daylight improved the picture.

I may go out later today when high tide returns at 4:45pm if things look exciting.

Our Bridge to Home

Here is the earliest bridge to Lochhaven crossing the Lafayette River. These tracks were for the trolleys that continued to Ocean View. This particular angle is looking south towards Larchmont. This picture was most likely taken in the mid-1920s. The platform to the left was the construction of a parallel bridge for autos.

This photo shows the completed bridge for autos, and judging by the cars, we would estimate this photo was taken in the late-1920s. It may be a little difficult to see, but the loch is to the far left, indicating this view is looking north towards Lochhaven.
